Regional Program for Human Resources Valorisation
and Chances of Occupation
Safe Integration projectaims to interact with problems related to entry in the labour market of non-European Union citizen immigrant workers.
This project concerns the districts of Asti and Biella (Piedmont, Italy), where several analysis point out certain criticalities:
• the difficulty of Job Centres to identify the immigrant workers looking for a job. • the immigrant workers’ reduced knowledge of Italian labour market and its rules. • their underdeveloped technical and professional training in comparison with SME productive capabilities • their difficulty to access to educational courses- before and after their entrance into the labour-market- corresponding with their condition of immigration and the necessity to find income sources able to assure minimal condition of subsistence.
• the reduced cultural capacity showed by several enterprises to accept inside their organizationalstructures values, knowledge and models of reference carried by immigrant workers. • a real lack of contractual instruments. Those are often unable to provide efficient answers to enterprisesinstances and immigrant workers’ need of integration and stability.
Main goals of the project
The main goal of this project is to interact into the criticalities related to the chances of making immigrant workers able to work, creating the basis to insert 100 immigrant workers into productive areas. Those are the agro-industrial spinneret into the district of Asti, and the textile area of Biella.
In particular, the project is testing a new flexible and programmable way to insert immigrant workers, which provides employment stability acting as professional growth assured to the worker.
Safe Integration is aiming to support the economical development of these two areas. In fact the project, inside its experimental limits, aims to affect on the distribution of immigrant workers’ presence into the regional territory. It aims also to select immigration areas that are culturally closer to local needs (for example: for textile area of Biella, people from east Europe, for agro-industrial spinneret into the district of Asti, people from Maghreb).
Lastly, Safe Integration aims to involve all social players interested in this problem, as well as it aims to experiment innovative solutions able to fix, in a firm and enduring way, healthy procedures of integration.
